Russian emigrants and German money United against Bolshevism-this Alliance could count on success. The problem was that independent Latvia resisted both Bolshevization and the Pro-German orientation imposed on it under the bayonets of Russian weapons.
When Yudenich, as the commander of the front, ordered bermondt-Avalov, as the commander of the army, to support him in the attack on Petrograd, the Prince on October 6, 1919, in an ultimatum, demanded that the government of Latvia let Him pass through the country to the Bolshevik front.
Independent Latvia did not like that the Pro-German Russian army is not just quartered, but is going to take a walk on its territory with full weapons.
the Prince reacted in a peculiar way to the 'no' said by the Latvians – he turned the army in the direction of Riga, crushed the Latvian troops, took the suburbs of Riga with a fight and offered Latvia to sign a truce.
While Avalov-Bermondt was explaining himself to the Latvians, the North-Western front's attack on Petrograd was repulsed, which Yudenich later accused the Prince of. The Avalov-Bermondt army itself was stuck in the non-native Baltic States as occupiers with problems providing the army with forage and food, and the currency was running out.
'There is no money - you need to print it, then there will be' - the logic of the army commander's reasoning is simple and clear. And already on October 10, 1919 in the city of Mitava were printed Temporary exchange signs of the Western volunteer army in the amount of 10 million marks.
'Issue money-declare the exchange rate to the existing money' - without this it is impossible. By his order, the Prince equated 2 new, Aval stamps to 1 OST-ruble, which was issued by Germany for circulation in the occupied territories.
The phrase written on the bill - 'these banknotes are provided with all the property of the Western volunteer army' - was hardly believed by the Prince himself.
But the right of priority release of firewood from the forests on the territory occupied by the army, and even in the conditions of the cool Baltic autumn and approaching winter, was a more powerful argument for supplying the army with fodder and food for new money.
They printed the bill as a leaflet of propaganda content - in 2 languages: the obverse – in Russian, the reverse-in German, they did not consider it necessary to add anything in Latvian.
For some reason, the issue series also turned out to be 'bilingual': series B, C, G, D, Z, L, P, C, f, X, C – Cyrillic, series U,Y. X – Latin.
Banknotes with denominations of 1, 5, 10 and 50 marks were popularly called 'crosses' -3 crosses on the obverse: 2 background crosses – Russian Orthodox and 1 cross in black – award, established by the Prince himself.
The stamp from the collection of the series C 362845 did not have time to look like hands: on November 19, 1919, the Western volunteer army of Avalov-Bermondt, which was thrown back by the Latvians from Riga, became part of the German occupation army of General Eberhard. And it was simply indecent for a German General to use money signed by a Russian Prince, and even by a subordinate.
